The NSCCP is targeted at service users aged under nine whose parents are either working long, unstable and/or unconventional hours, and/or having emergency child care needs, and/or for various reasons require child care assistance, but lack support network and have financial hardship in securing alternative child care support.
Children require intensive care and individual attention. While young children should best be cared by parents at home, there are circumstances that temporary child care support service is required by needy families.

- Foods will be provided for service users who attend either home-based or center-based child care service. Except for special or designated choice of diet including baby milk powder which should be arranged by the parents.
- Families having social and financial hardship can apply for fee reduction/waiving.
- Neighbourhood Support Child Care Project is subsidized by Social Welfare Department
